Culture Isn't Set on a PD Day — It's Set in the First Weeks Back

Culture doesn't get set on a professional development day in August. It gets set in the first few weeks of school, in a hundred small moments — how the front office greets a frustrated parent, how a teacher responds to a struggling student, how leadership responds when something goes wrong. As districts reopen, leaders have a narrow window to be intentional about which culture they're actually building.

Why Culture Shift Is Its Own Domain — Not a Side Effect

WestEd's Four Domains for Rapid School Improvement framework (2017) treats Culture Shift as a distinct domain alongside Turnaround Leadership, Talent Development, and Instructional Transformation — not something that just happens automatically if the other three go well. That distinction matters. Districts that treat culture as a byproduct instead of a deliberate priority tend to see it drift, especially under the pressure of a new school year.

Three Moves for the First Weeks Back

• Name the culture you want out loud — in staff meetings, in the building, in writing — don't assume it's understood.

• Watch what gets celebrated and what gets tolerated. Both send a stronger message than any mission statement.

• Give teacher-leaders real ownership of culture-building, not just compliance tasks — culture spreads faster peer-to-peer than top-down.
